MINUTES
JULY 27,1999
7:30 PM MEETING CALLED TO ORDER.
PRESENT: CARL FUEHRING, NORM DODDS, ANITA FOSTER, AVERY
WILSON.
ABSENT: STEVE MARCINIAK, PETE WOOD, LEO TERRYN
MINUTES OF THE MAY 25, 1999 AND JUNE 29, 1999 (AS CORRECTED) MEETINGS WERE APPROVED ON A MOTION BY CARL FUEHRING AND SUPPORTED BY AVERY WILSON. ALL AYE MOTION PASSED.
DAVE ROSEMAN SPOKE TO THE BOARD REGUARDING A PROPOSED MEARS/PENTWATER BIKE TRAIL. HE WOULD LIKE THE PC BOARD TO PASS A RESOLUTION ENDORSING THE CONCEPT OF THE BIKE TRAIL TO EXTEND TO PENTWATER.
NORM ASKED AT WHAT POINT DO THEY GO TO THE STATE?
DAVE NOTED THAT THE DNR/PARKS HAVE A MORITORIUM ON TRAILS AT THIS POINT. THERE IS ALOT OF WILDLIFE AREA AND THEY WOULD USE PART OF THE WOODED AREA AS A HANDI-CAPPED HUNTING AREA.
NORM ASKED OF THE EXACT ROUTE.
DAVE SAID THAT WOULD BE DETREMINED AFTRE THE DNR TALKS.
CARL COMMENTED THAT THE STATE STILL HASN'T LIVED UP TO THE CONTRACT WITH THE HART/MONTAGUE TRAIL- RESTROOMS, FENCES, ETC.
DAVE SAID THIS WOULD BE DONE WITH STATE AND FEDERAL GRANTS, IF THERE ARE NO GRANTS ISSUED THERE WILL BE NO TRAIL. PROPERTY WOULD BE PURCHASED WITH GRANT MONEY, NOT AT ANY TOWNSHIP EXPENSE.
CARL MOTIONED TO HAVE THE GTPC ENDORSE THE CONCEPT, AVERY SUPPORTED THE MOTION, ALL AYE, MOTION PASSED.
OLD BUSINESS-
JAKE IS TRYING TO GET CELL TOWR INFORMATION, SO FAR NONE IS AVAILABLE.
NORM WANTED TO KNOW WHY WE NEED TO BE INVOLVED WITH CELL TOWERS.
JAKE SAID THAT WE HAVE TO ALLOW THEM, BUT WE CAN HAVE RESTRICTIONS ON THEM.
CARL SAID THAT THE STATE POLICE HAVE NO CONTROL.
JAKE INFORMED THE BOARD THAT THE STATE SUPREME COURT RULED THAT THE DNR, ETC. DO HAVE TO ABIDE BY TOWNSHIP CODES.
NORM SIAD THAT THE TOWNSHIP SHOULD AT LEAST BE INFORM OF PROJECTS, BUT FEELS IT IS UP TO THE TOWNSHIP BOARD.
CARL RESPONDED THAT IF A PROPERTY OWNER LEASES LAND TO A TOWER COMPANY, THEN THE PROPERTY OWNER IS RESPONSIBLE AND LIABLE FOR THE TOWER. HE WILL MAKE CONTACTS TO GET JAKE MORE INFORMATION.
COMMERCIAL SET-BACKS NEED TO BE CHANGED TO 10% OF ROAD FRONTAGE.
THE TOWNSHIP BOARD RULED THAT OWNERS NEED TO REZONE, ETC
FOR SENIOR HOUSING PROJECTS.
PC WOULD LIKE A LIST OF ZBA ISSUES OF THE PAST 2 YEARS.
CARL WOULD LIKE AN UP DATE ON ZONING ACTIONS.
JAKE NEEDS TO NOTIFY DDL OF THE SU REQUIREMENTS AND TO CHECK IF THERE IS AN EXPIRATION OF THE SU.
